The legislative power of infra-national entities in The European States

Regional legislative power carries the same title as national legislative power. However, it is obviously different in nature. If Acts are general and impersonal – characteristics that distinguish them from regulations – regional Acts are general and impersonal in scope and are limited to the territory and the regional population, whereas national law applies to the entire territory and national population, namely, at least in the case of shared competences, to all the territories and populations of the infra-State communities.
